The UN Mission said the Ministry of State Security has declared a "Korean-style anti-terrorist offensive will be commenced to mop up the intelligence and plot-breeding organisations of the US and South Korea".
North Korea accused the US and South Korean security agencies of planning a biochemical attack on leader Kim during April 15 celebrations in the North's capital of the anniversary of the birth of state founder Kim Il Sung.
"In face of the impeachment and arrest of an incumbent president, our people opened the path toward the future for the Republic of Korea", said Moon, referring to South Korea's formal name.
Russian President Vladimir Putin and his South Korean counterpart Moon Jae-in have held a telephone conversation to discuss a number of issues, including those involving North Korea, the Kremlin's press-service said.
Moon, who was sworn in as president the day before, replied that there remains sharp public criticism of the accord. His appointment requires parliamentary approval.

Tension on the Korean peninsula has been high for weeks, driven by concern that North Korea might conduct its sixth nuclear test or test-launch another ballistic missile in defiance of U.N. Security Council resolutions. The paper is not North Korea's state media, but it serves as an unofficial mouthpiece for Pyongyang.
Moon was part of the liberal Roh Moo-hyun administration involved in the last inter-Korean summit of 2007, although almost a decade of conservative rule in Seoul has seen ties sour to the point of zero cooperation amid persistent North Korean nuclear and missile tests.
It said the center would gather experienced officers from across the Central Intelligence Agency in one entity "to bring their expertise and creativity to bear against the North Korea target".
Moon met leaders of opposition parties before his simple swearing-in ceremony at parliament, where his party lacks a majority, and promised to coordinate with them on national security.
Moon's softer stance on North Korea could create friction with Washington, which has swung from threats of military action to hints of dialogue as it seeks to formulate a policy under President Donald Trump.
However, the broadcast did not elaborate on when or how the photos were taken, the officials said.
